When i send a plane from Inn to ema and IT return the airplane counter is still 0. The airport there is lsnt send a plane from. How i can ever get then the 10 airplanes tot upgrade the departure. I think the same problem at fco,Lis and stn

Its destination only. No arrivals on arrival list. That seems not a bug to me.
Why you have then the airplane icon? If your send Planes are not counter and IT Will ever on 0/10.
Otherway hide the icons with Planes for this departures and at tiers if its impossible what i say
Ok . Multitasking failed (doing 3 things at the same time didnt serve me well. I will let devs know about this).
