Buy golden planes, and in game when you click the "plus” icon near wollars you should be able to find the option to convert golden planes to wollars.
However, as the game is updating soon and the service levels will disappear and being replaced by a new ground service system, you definitely would like to think twice before you do that.

you can do it while you are in the airport but this is not recommended

The greeen color is the same, in or out airport. It s not possible to buy anything
