With Legacy Carriers like British Airways, American Airways, ANA, etc. you will always get Water, Lavatory, Catering irrespective of the distance of the flight.
However with some airlines, normally the low budget ones like Spirt [RIP], ryanair, etc. they omit Water, Lavatory, Catering, obviously because IRL they normally do catering in the morning or afternoon when the aircraft is out of service for overnight storage, and Water, Lavatory is done when needed.
It would be nice to see random generation requiring any of these. We already have it with Repair and Ambulift Debarking/Embarking,
It would give the sea of Ryanair/Buzz/MaltaAir planes I have at PRG a bit more depth than just, Disembarking-Fuel/Cleaning-Embarking
