This happened to me as well.
I think it’s a bug where you unlocked another airport but it kept the last airport you’ve clicked on in cache. It happened several times for me. If this happens I click on the plane that I have just handled and look to which destination it is going. After that I scroll to the destination and can unlock it.
that’s happening to any airport when getting the first key.
