Description of the Bug: Vehicles drive through unbuilt terminal 3A and other vehicles at LHR.
Steps to Reproduce: Load LHR with extension 3A unbuilt, airport vehicles will drive through there anyways, passing through stationary vehicles.

Additional Notes: I reported this to the support email a couple years ago, don’t know what happened to my report.
