Could have sworn I’ve seen these as regular contracts. Or are these different?

You can get the JASDF at Sapporo and the US Coast Guard at multiple airports so if it’s really the same livery then those should both be blue.

There’s only 1 livery each for the USCG and JASDF in WoApedia, so yes – these are the same as the C30J regular contracts you can get as far as I’m aware (unless these are hidden liveries that I’ve forgotten about).
