I think you have to have a hearty chat with your guys at Ground Control in your ATC towers…
This is definitely a hazardous situation and should be avoided.
Based on this I recommend to the devs (@shill, are you listening 
) to implement a feature that automatically closes the airport after a certain number of airplanes are in the queue. Until the situation is resolved all airplanes are diverted and extra costs for this diversion are deducted from your account.

I read in another post that players are deliberately creating this queue to make money faster. Sounds like cheating to me.
Yes, personaly thats lame playing if you ask me 
I am making stress scenario to unload not to reset queues via main menu
