Description of the Bug:
At HKG, when arriving aircraft landing on 07L are assigned to stands at Y51–Y60 or nearby areas, departing aircraft taxiing from Y1–Y18 and Y52–Y60 toward runway 07L must cross their path, resulting in required holding. In addition, departing aircraft from Y61–Y77 are also heading to 07L, which causes further holding between departing aircraft themselves. As a result, arriving aircraft parking at Y51–Y60 or nearby areas become trapped in a one-versus-two conflict situation and end up gridlocked.
Steps to Reproduce:
Set the arrival-to-departure ratio at 5:1.
First, assign 25 parking stands to Y19–Y51.
Next, assign all available stands to Y1–Y18 and Y52–Y60.
Then, assign stands to Y62–Y77.
Even when stands at Y19–Y51 begin to open up, do not reassign them. Instead, continue reallocating newly available stands mainly within Y52–Y60.
Gradually, aircraft waiting for departure begin to congest and the queue extends back toward the critical intersection.
As a result, aircraft become gridlocked at the intersection in question.
