When tower manager is active, the tower manager should be able to depart an aircraft when an arriving plane can’t land due to no free exits.
How would it work in the game?
When the tower manager can’t land an airplane due to no exits available, it should depart an aircraft and ignore the departure arrival balance until planes are landing again. It might take 5 departures i.e. at bkk to be able to land one plane again.
Why is this a good idea?
A lot of airports can become locked due to planes not able to land and therefore freeze all planes to their position. This happens mostly at BRI, PRG, NGO, SAN, LEJ, SXM, BKK, SCL, SYD. Since you are handling planes, you notice way to late that the airport is becomming congested and planes cant la d anymore. It has already improved that planes dont stop on the runway anymore but manually assigning departures while the tower manager is active feels like a miss.
