[ATC] - Separate the approach-departure ratio for different runways

Make it so the approach-departure ratio for the tower managers can be changed for each runway separately

Divide the approach-departure selection slider into multiple, one for each runway (at suitable airports only of course). The current interface should work just fine.

:balance_scale: Why is this a good idea?
At airports with multiple independent runway ops, it can be beneficial to have the ratio differ on two runways, but as it is right now, you’re stuck with just one setting for the whole airport, meaning a sub-optimal ratio for at least one of the runways.

When the airport started backing up because of the departure queue I was thinking of how that could be made better, and I have to say BKK might just be the best airport for this suggestion - it not only has multiple runways, but the taxi routes for arriving and departing aircraft often intersect and most importantly they are also very disproportional in that the eastern runway is mostly takeoffs and the western ones are mostly landing, so an airport-wide setting isn’t ideal here.
