Short Answer: No
In real life the 2nd runway is only used if the main runway is out of commission or weather conditions require it. The two runways are never operated together for safety reasons.
As the game does not currently support (as of 3/15/24) alternative directions due to weather conditions, you are only able to use runway direction 24 in the game at this time.
The developers work very closely with PRG in the way the airport operates, while understanding that some game play mechanics require slight differences to real life, for the most part the current configuration is how the airport operates with the 24 runway configuration.
Should the developers bring in oprtions for alternative direction operations, this may change.
