Bought a new slot for medium planes but can’t use it 
If that’s INN it’s a cargo bay

If your talking about the empty slot in your screenshot that is for freight.

Yep, what the other two have said, you can only put a cargo plane there
At level 15 still can’t use it 
You need to buy a cargo contract. Only cargo planes can go there
This is one of the cargo contracts out of Innsbruck from Riga in Latvia.
If you are Level 15, it will cost you some SP as well, but if you get to level 16 before buying it, it will only cost Wollars.
