Description of the Bug:
A taxing deadlock happened similar to HKG, however in GRU it only involves planes that are taxing to the runway. Three planes from stands 702L, 713L, and 713R have finished pushback and are taxing to runway while planes from a few other stands are waiting to be pushed.
Steps to Reproduce:
Activate auto ground control.
