How can I link my old Google Play account to the game?

I have my old account with a lot of achievements and airports unlocked, that’s where I use my old phone but after I change it to my new one I tried to link it but it didn’t work and it’s always trying to make new google play accounts or linked to other google play account

you can sign in to a phone with two google accounts and then select which one is used for (each) game within Google Play Games… would that work?
