I am on Level 17 at INN with 169 of the 170 ribbons and cannot obtain the 170th ribbon to complete the airport and get the final plane arrival.

Game update extended levels to 19. Now on level 19, I can get 189 of the 190 ribbons, the game will not issue the final 190th ribbon.
I’ve not gotten that far in levels for inn so I’m unsure what’s going on and can’t help
