While this would be definitely more realistic, I think the game would loose something. In my opinion, getting the right balance is part of the game.

It should require drastic change in game mechanics and logic. It is actually ballanced quite well agree with @daxo. Server side arrival list have to be changed and that is not easy as it still got tweaks based on feedback here and there for current mechanics.
One thing for sure changing of game mechanics 180 degree will not happen - it is not right moment one week after release (even by principle I agree that should be possible).
