Achievements seem to be stuck at level three. Stopped the game, restarted, now it is fixed.
Same story, counter continues to increase. If you will exit/restart the game you will not get the reward as well 
.
Problem with counter has gone after I restarted the game.
@Akamadd … my counter went from 55/30 to 25/40 when I restarted, so it credited the correct amount. Sorry it didn’t work for you.
My counter went to correct figures as well after restart. The reward seems also credited properly. And at IAD i’ve got 3 reward planes landing one by one
