About the crossing aircraft from the Tower 1 area:
The order seems to follow the landing clearance/take off clearance. If I understand the game correctly, you had given clearance to those seven aircraft before you gave take off clearance to the departing ones. This has nothing to do with which a/c arrives first at the intersection.
