[Other] - Add alternative pool to the planning table

:bullseye: What is your suggestion?
I propose adding a dedicated button to create new scheduling plans inside the game’s flight planning panel. This feature will let players save and edit multiple independent airport operation plans, completely removing the mandatory reset requirement that players currently face when wanting to test a new operational layout.

:hammer_and_wrench: How would it work in the game?
A new “Create New Plan” entry will be added to the flight schedule editing interface. Players can build brand-new scheduling layouts without wiping out their existing active plan.

We can support multiple named operation plans such as Plan A (Standard Passenger Hub), Plan B (Cargo Priority), and Plan C (Long-Haul Widebody Priority). Players can freely switch between all saved plans at any time to adjust their airport’s flight flow rules based on their operating needs.

:balance_scale: Why is this a good idea?
1.The biggest pain point of the current scheduling system is the mandatory reset mechanism. If players want to adjust their airport operation rules, they cannot keep the original finished schedule intact and create a brand-new backup plan separately.

2.At present, there is no button to generate a new independent scheduling scheme. The only way to change the operation logic is to fully reset all existing flight arrangements, which completely wipes out all prior manual planning work.

3.Once the alternative scheme storage pool is added to the planning panel, players can save multiple sets of operation plans at the same time, such as conventional passenger hub mode, cargo priority mode, and widebody long-haul priority mode. These different schemes can coexist and switch freely, greatly improving the operational flexibility of the airport.
