Same plane and route, different purchase price?

I was recently looking at the cost of routes while playing HKG. I found something interesting on HKG-PEK. HK Express and Cathay Pacific both have the A21NX available for the route as a local level. However, HK Express costs 12,000 Wollars, while Cathay Pacific costs 13,300 Wollars. It is a similar situation for other airports across China.

Any ideas for why?

My guess is that the price for budget carriers and legacy carriers can be different.
