Yes, that is not my strong suit.
Yes, the previous message is indeed for 3.1.1, but after that there’s a line saying July 31st, which is today. And if you check Play Store, new update is available, and that’s the one this post is about. I just didn’t crop the older Discord message from the screenshot, but that has no effect on the current “situation”.
You can also notice the post says that the update will be released for iOS, where the same issue is expected, which would be irrelevant for 3.1.1, as it has been out for some time for both platforms.
