[ATC] - Delivery: Apply for release instruction

:bullseye: What is your suggestion?
Delivery: Application for release instruction permission should be added

:hammer_and_wrench: How would it work in the game?

The following is the basic framework - mid-term - complete reproduction, corresponding to the actual situation of the current game
① Click the “Request Clearance” button.

②Button change: The Request Clearance button will turn gray/non clickable, or the text will change to Clearance Requested and display a * * “Waiting for Controller” prompt * * (or a rotating waiting icon). Visual feedback: A small “wait” icon may appear on the airplane card, such as a rotating arrow or hourglass. System processing (simulated controller): Simulate a controller in the game backend to process release requests. This process can have the following designs: Instant Approval: The simplest, almost immediate approval. Short wait: Simulate real control delays and wait for a few seconds. Based on complexity waiting: If the airport is busy, the waiting time may be longer. Feedback message (optional): A brief notification can pop up on the screen, such as “Clearance Request Received.” (The release request has been received.)

③After the controller approves the release: Button change: The text of the Clearance Requested button will be updated to Pushback and once again become clickable in yellow. Visual feedback: The “wait” icon on the airplane card disappears or a new icon appears, indicating that it is now time to proceed with the ejection. Voice feedback: A brief radio communication sound effect may be played to simulate a release permit.

Players can click the Pushback button.

:balance_scale: Why is this a good idea?
More reasonable and standardized, making players understand that a flight plan needs to be submitted to the release control before the aircraft takes off.

Increase the gameplay of regulation.
