This happened yesterday.
A Malta Air 737-800 (on Behalf of Ryanair) registered as 9H-QEU sufferd an engine issue resulted in a window blow out and a passenger partially sucked out, fortunately other passenger managed to pull him back in. Its possible that it was fatigue since there are damage to the engine number 2 fanblades.
Saw that, hope the man who got sucked out recovers quickly!

717 would definitely be a C. I believe the DC-9 would only be a B regarding the initial -10 and -21 series with the -30/-40 and -50 definitely being within the C Class range as they were longer, the -50 being similar in length to the MD-87.
717 has a squarer tail compared to the Fokker 100 which has a bit more of a rounded top. The 717’s cockpit is flatter as well whereas the Fokker has a noticeable dip plus the cockpit windows are different, the Fokker having a straight set whereas the 717’s and the MD/DC family as a whole, have the pointed dip. The engines on the 717 are noticeably larger and it is closer to the ground, the landing gear on the Fokker is more leggy.
Just to add to what @Hirohitoswaifu said here, another big difference is the increased wing sweep of the 717 compared to the fokker, as the Fokker kinda just has almost a straight-wing.
Also, it’s hard to tell from some pictures, but the 717 is generally just a noticeably larger aircraft than the Fokker. Wider and longer fuselage, much larger engines, longer wings, large empennage, etc.

Not exactly, because they are following all rules. The intent of the ban was not simply to ban the airline. It was to ensure safety in the EU. By contracting out the flights, there is a higher margin of safety because plus ultra is considered a safe airline. So it works out for the airline and EU both.
I’ll try and spot the first arrival of it if I can, do you know when in late July?
