If this is supposed to be an airline request, it should’ve been posted in World of Airports > Airline Suggestions following the template - however, as it stands, Russian airlines won’t be in the game for the foreseeable future, for obvious geopolitical reasons.
As for the airline itself, it has already been suggested, you can vote for it and it might get added when circumstances allow it.

Edit: I’ve now noticed the text you’ve put in the image description. Firstly, the forum’s language is English, as per the rules. Secondly, refer to the post I’ve linked explaining the situation - it’s the developers’ decision which airlines they want to include or exclude, and we as players have to respect that.
